Article 12, Sec 15: The Congress shall create an agency to promote the viability and growth of cooperatives as instruments for social justice and economic development.
Article 16, Sec 11: The ownership and management of mass media shall be limited to citizens of the Philippines, or to corporations, cooperatives or associations, wholly-owned and managed by such citizens
